So would it be correct to say that because the AOA is less at lighter gross weight, the potential increase in AOA (with full-up elevator deflection) is greater and therefor the potential load increase is greater?

Sounds very close. I'm not crazy about some of the language ... I would say the the AOA is 'lower' instead of 'less'. The rest sounds good... Because it's lower and would take longer to reach the critical AOA (with a full up deflection) ... due to this the wing (and the rest of the airplane) will be exposed to load factors greater than that of an airplane flying at a 'higher' AOA.
